SENATE BILL NO. 131 by Senators Sharp, Miller, entitled:                       
                                                                               
"An Act directing the preparation of a preliminary                            
report that identifies and delineates one or more                              
transportation and utility corridors between Fairbanks                         
and the Seward Peninsula for road, rail, pipeline,                             
and electrical transmission purposes; and providing
